Kayla Schwoerer, Ph.D., is an Assistant Professor of Public Administration at Vrije Universiteit (VU) Amsterdam and Associate Research Professor at Rockefeller College of Public Affairs and Policy at the University at Albany, SUNY. She is also a Research Fellow at the Center for Technology and Government (CTG) and a Fellow at the Civic Leadership Education and Research (CLEAR) Initiative. Her research focuses on understanding and improving the ways that public and nonprofit organizations use data, design, and digital technologies to deliver programs and services and engage diverse communities, including the increasingly important role of civic tech and public interest technology communities in reshaping interactions between government and the public it serves. In 2024, she founded the Governance & Digital Experience (GovDX) Lab, which engages students, scholars, and practitioners in interdisciplinary research focusing on how digital technologies are (re)shaping interactions between governments, nonprofits, and the public.
